My husband in canada?

pls help me! my husband is in canada for 4yrs,he told me that until now he is not permanent resident there,were married here in the philippines,we dont hav kids,,we communicate thru email,,he sends me 200 cnadian dollars a month,its to little isn't right? he works at dawsons creek hotel in british columbia,he went there because his uncle is resident there,his uncle sponsors him to go to canada and find an employer for my husband...now my question is it is possible that he's 4yrs but until now he is not a resident? he told me that he already apply for my papers to become immigrant,but untilnow nothing happens..thats why i doubt...maybe he dint process my papers,,i really want to go to canada because were married and he declare me on his papers before he left in the philippines..thank you very much!
